Wine sector: new €110 million credit line with up to 75% of interest subsidised
Portaria n.º 433/2026/1 creates a second wine sector cash-flow line so that companies turning grapes into wine can pay for the 2025 and 2026 harvests. Applications will open on terms still to be published by IFAP.

Portaria n.º 433/2026/1 (ministerial order) of 21 September creates the «Linha de Tesouraria — Setor Vinícola II» (wine sector cash-flow line II), a credit line with subsidised interest for companies that turn grapes into wine. It renews the line created in 2024 (Portaria n.º 221-A/2024/1), this time to pay for grapes from the 2025 and 2026 harvests. It comes into force on 22 September.
What it is for
- Paying for grapes bought from members and suppliers in the 2025 and 2026 harvests.
- Restructuring outstanding loans from the 2024 line (principal only, excluding overdue interest, late-payment interest and fees). This part cannot exceed 50% of the amount financed.
Who can apply
Legal entities that turn grapes into wine and that, when they apply:
- operate in Portugal and are licensed for wine processing;
- are up to date with the tax authority and Segurança Social (social security);
- are not in insolvency proceedings and do not meet the criteria to be placed in them;
- in the case of agricultural cooperatives, hold an up-to-date CASES certificate, or, in the case of producer organisations and groups, a valid recognition document;
- have not bought or released for consumption wine from another Member State or a non-EU country in the 2023/2024, 2024/2025 and 2025/2026 harvests, and undertake not to do so while the line is in force.
